Skull Man (or Skullman) is a Robot Master first appearing in Mega Man 4 and is one of the eight Robot Masters originally built by Dr. Cossack.
Skull Man is a skeleton robot who uses an arm cannon and can use his signature power, the Skull Barrier, to surround himself with a mystical barrier of floating skulls.

Mega Man 4

In Mega Man 4, Skull Man is one of the main eight Robot Master bosses and appears as the third choice (in reading order) on the stage select screen. His stage is set in the mountains, amid structures built out of giant bones.
In battle, Skull Man is able to jump towards Mega Man, run towards him, or stand in place and fire three consecutive bullets from his arm cannon, which he can choose to aim slightly upwards or downwards. Occasionally, ho will stand still and activate his Skull Barrier, which creates an impenetrable shield around him for a duration. Though he cannot throw or otherwise attack with the shield, he also cannot be harmed until it disappears.
Skull Man's weakness is the Dust Crusher from Dust Man, which deals 4 damage per hit. Defeating him grants Mega Man the Skull Barrier.
Battle Network era
Skull Man has a Net Navi equivalent in SkullMan.EXE, who offers a slightly more stylised take on his design elements. He first appears in the original Mega Man Battle Network as an optional friendly opponent, operated by shopkeeper and fortune teller Miyu.

In Mega Man & Bass, Skull Man's CD is located in Tengu Man Stage, on the lower route after the big, open section. It is buried on a mound and can only be dug up by Mega Man using Rush Search.
