Storm Owl, known as Storm Fukuroul (ストーム・フクロウル) in Japan, is a Maverick from the X era, appearing as one of the main bosses in Mega Man X4. He is a wind-themed Reploid based on an owl, who attacks with vacuum cyclones and feather missiles. He is a member of Repliforce who participates in their coup d'état.

Mega Man X4
Storm Owl debuted in Mega Man X4 as one of the eight Mavericks on the Stage Select screen. He serves as the boss of the Air Force stage. The game's Japanese manual states he is a member of Repliforce's prestigious General Staff Headquarters, and is leading the air forces to control the skies as a diversionary tactic for the coup d'état.[2]
Storm Owl flies in and out of the arena at will, launching different attacks with every visit. Defeating Storm Owl grants Double Cyclone to X and Tenkuha to Zero. His weakness is the Aiming Laser and Rakuhoha from Cyber Peacock, which disrupts his circuitry and resets his pattern. A boss attack rematch with Storm Owl later occurs in Final Weapon 3.

- In Mega Man X Legacy Collection, Storm Owl appears in X Challenge. He is fought alongside Storm Eagle in 2-1 in both volumes.
Other Media
- In the Rockman X4 manga, Storm Owl reprises his role from Mega Man X4.
- In the Archie Mega Man comic, Storm Owl appears in the "Worlds Unite" arc as one of the Mavericks resurrected in Sigma's army.
