Rolling Cutter is a Robot Master weapon first appearing in the original Mega Man, where it is obtained from Cut Man. It has a grey and white colour scheme and fires white scissors similar to those on Cut Man's head, which return to the user.
In the Games
Mega Man
In Mega Man, the Rolling Cutter is obtained by defeating Cut Man, who uses it as his only attack. It consumes 1 point of weapon energy to throw a spinning cutter forward, which loops around (going up first) and returns to Mega Man, unless it goes off-screen during its path. Unlike some later returning weapons, it does not disappear when it touches an enemy, allowing it to hit the same target multiple times.
The Rolling Cutter is the main weakness of Elec Man with 10 damage, and will also deal 2 to a number of other bosses, though apart from Ice Man, these bosses take just as much damage from the Mega Buster. As it can hit more than once, it can be useful against big targets even without a weakness, like the Wily Machine 1.
Mega Man: Dr. Wily's Revenge
The Rolling Cutter returns as a weapon in Mega Man: Dr. Wily's Revenge, where it acts the same, but does not go quite as far up. It is again strong against Elec Man, who takes 8 damage, and also deals 2 to Ice Man and Fire Man.
Mega Man: The Power Battle
In the arcade game Mega Man: The Power Battle, the Rolling Cutter is once again obtained by beating Cut Man. It goes straight when thrown, then loops around at the top and will continue to fly in circles if Mega Man is not there to catch it, rather than returning to him no matter where he is. It is possible to keep up to three cutters in the air this way; however, they will disappear once they hit something.
Catching the cutters refunds the spent energy, making the weapon efficient as it will usually either hit something or cost nothing. It is the weakness of Crash Man, who takes double damage, and also deals double damage to the Wily Machine.
Mega Man 2: The Power Fighters
In Mega Man 2: The Power Fighters, the Rolling Cutter works the same as it did in its predecessor, but is now the weakness of Shade Man (who was weak to Slash Claw in the previous game).
