In several Japanese sites, I saw mentions to a animation called "Ganbare Rockman Jishin Youjin Hi no Youjin" (がんばれロックマン 地震用心・火の用心, roughly something like "Do Your Best Mega Man: Earthquake Precautions - Caution of Fire"). It was created sometime between 1990-1995, and judging by the name, it seems this is a short 1 episode educational OVA (similar to Upon a Star) teaching what to do in case of fires and earthquakes, but I could not find much info about this even in Japanese sites.
