Dr. Weil, known as Dr. Vile (バイル博士) in Japan, is the main antagonist of the Zero era. He is a human scientist who was responsible for starting the Elf Wars, for which he was exiled with an excruciating cyborg body. Over a century later, he returns in Mega Man Zero 3 and manipulates his way into ruling Neo Arcadia with an iron fist. Even after his defeat, Weil's influence lingers in the form of Model W in the ZX era.
